General Objective :

Assurance of effective coordination with government and private universities, agencies outside kingdom concerned with higher education and academic research , and the regional and international agencies and organizations

Objectives :

1. Building bridges of cooperation between the ministry, Saudi universities and world educational organizations to contribute at realizing the vision of the ministry and those of Saudi universities.
2. Establishing cooperation between ministry, Saudi universities and world distinguished educational institutions and
3. Promoting knowledge and cultural exchange through expansion of scholarships and their exchange with world universities and institutions.
4. Innovating means and mechanisms of academic cooperation with Arab and international universities towards continuous development of programs and curricula of national universities.
5. Working to increase opportunities to reap benefit from knowledge-seeking relations and international agreements on culture in education that meets the country aspirations and development plans.
6. Patronage of several partnership and twinning agreements of Saudi universities and international counterparts.
7. Contact with regional and international organizations and authorities with regard to ministry works as training programs, seminars, conferences, congresses and international exhibitions.
8. Drafting rules and regulations that govern establishment of relations with world universities, institutions and organizations working in education, whether regional or global.
9. Maintaining international cooperation ties in all academic and research domains.

Duties:

1. Preparation and coordination of the official visits of the minister to Arab and foreign countries, starting by corresponding to obtain a royal approval then by following up with concerned organizations in and out of the Kingdom and finally by reporting on such visits.
2. Contact and coordination with those concerned inside and outside of the ministry at drafting of agreements and memoranda of understanding with ministries of other countries.
3. Communicating with regional and international organizations and authorities with regard to ministry works as training programs, seminars, conferences, congresses and international exhibitions.
4. Supervision on Saudi participation at book fairs outside the Kingdom through coordination with Saudi culture missions, embassies and Saudi organizations of permanent participation at such book fairs.
5. Supervision on Kingdom’s participation at cultural side events that accompany international book fairs.
6. Proposition of Kingdom membership at organizations, societies and agencies that work in domains related to ministry domain whether they are regional, international or Islamic.  In addition to taking all measures needed to contribute to the activities after membership, in coordination with concerned departments at the ministry.
7. Staying updated with the activities , laws and decisions of international, regional and Arab organizations where the ministry is a member and reporting such activities periodically with coordination with concerned departments at the ministry.
8. Recommendation of signature at international cooperation programs, if such programs proven to be feasible, in coordination with concerned departments at the ministry.
9. Holding and reporting of periodic meetings with the knowledgeable experts of international and bilateral cooperation programs to ensure proper function of these programs and to overcome any hindrances.
10. Participation at needs analysis studies of ministry technical assistance experts.
11. Proposition of rules and regulations that apply to department activities and follow up of their application when endorsed.
12. Coordination with concerned ministry administrative units with regard to preparation and execution of plans and annual budget within department’s domain of work.  Additionally, such plans and budget are followed up.
13. Following up of department activities and full utilization of the capacities available to carry on department work.  Also doing human resources needs analysis and following up department staff recruitment and training.
14. Identifying needed devices and office equipment and following up their procurement and development.
